Parallaxing

Parallaxing is the effect where the background and foreground are  are animated to move at different speeds creating the illusion of 3D in a 2D image, due to this the parallax effect is also known as 2.5D.

To achieve the parallax effect you separate the image into layers  then keyframe them to move independently of each other.
